My 2nt is unusual 2nt and yet it gets passed? And west won't put it on 3nt even opposite a 15+ opener?

We don't see the entire explanation of 2NT, but explanations usually have the format of description, then distribution, then strength. Is it possible that, despite the description of "unusual", GIB doesn't actually recognize which suits you are showing?
