Partner opens a weak 2.

What is the better way to play a new suit forcing or not forcing and why?

Is there a difference if opening bid is 2 or 2 or 2.
And what about a 3 level pre empt?

Opinions please.

Thank you

It probably depends on your style of weak 2. If you are a "classic" weak 2 bidder with mostly good 6 cd suits, it's rare that you'd want to improve the partial by bidding a new suit NF, so forcing is probably better as it lets you find a fit in the other major and bail in 3 of the weak 2 if no fit is found. You sometimes want to search for games in your own major, basically.

OTOH if you are a hyper-aggressive style and opening a lot of 5 cd suits, there is more merit in NF responses as partner will more often have a better suit than yours.
