Rebid Problems

Encountered this hand in solitaire recently and got put in a rather tight spot by GIB.

3 is described as "new suit, bad S", which is accurate to North's hand if a bit strange that they didn't support diamonds instead. Clubs are clearly not a playable spot here, and accordingly a pass by south shows "twice rebiddable clubs" (in addition to 6 spades and 4 diamonds). But all other calls show 17+ points, so it seems impossible to get out below 3NT after this sequence.

Potential fixes:
-Attach a more specific meaning to 3. Not sure whether it supports diamonds, asks for a stopper, shows a good suit, is GF, etc.
-Allow one or more 3-level bids (3 diamonds, 3 spades?) to show minimums

That makes a lot of sense on this layout, but there are certainly situations (e.g. 5=2=5=1 or 5=2=4=2) where the 2 response is necessary, so the 3 bid and responses thereto are still problematic IMO.
