Bridge Material Review Forum Unable to reply or start new topic

I am wondering why I can't start a new topic or reply to any posts in the Bridge Material Review forum.
When I go into any post It says This topic is locked and You cannot start a new topic.

I'm not sure why this is happening, I can't see any relevant difference in the permission settings between that forum and this one (which you can obviously post in).

I finally found the setting that's doing this.

You need to have 25 posts before you're allowed to post in that forum. I believe this was done to prevent people from creating an account just to promote their own product there.
